Have a 1998 Beetle GLS that was purchased new in 99. Have had a huge list of problems including repetitive window switch failures, faulty gas tank, headlamp burnout (frequent), o2 sensor and related engine parts. seized handbrake calipre (twice), excessive oil consumption and tremendous engine knock, condensation in my engine, window regulators that cause the windows to fall out. Essentially a big dissapointment. Even more dissapointing is VW's atitude to these problems and their shoddy warranty of 40,000 kms. What were they thinking, more importantly what was I thinking? Yes I know one shouldn't buy the first year of anything but my dealer who I had bought several cars from and who I trusted assured me this was a great little car. It is not a great little car. I am heading down the road to a serious engine problem and VW Doesn't care. This car is shoddy and I do not recommend it to anyone including my worst enemy. VW does not stand by their products anymore and it will be the last. This car was the eleventh VW that has been in my family. I have run out of avenues to solve this problem and until I can afford to replace the car I will be stuck with it. However I have placed a tasteful small lemon above the logo on the trunk and it can be seen wherever I drive. So thank you VW for selling me this pile of garbage. I will reciprocate by just driving my car. A picture is worth a thousand words.

You say that you have exhausted all of the avenues to address the problems that you have.Have you tried going to Volkwagen Canada directly,the dealership will not go to bat for you,you must do it yourself.
I find newspapers work well just don't slander anybody,or park outside the dealership with a bloody big sign on your car with the letters VW as an acronym V (vertually)W (Worthless) WRITTEN ON IT just really annoy them but try not to break the law,good luck.
