I wonder why are biofuels like biodiesel and ethanol are still not commercially available in Canada? Is the cost of producing biofuel still higher than that of petroleum-based fuels? Given today's crude oil prices I very much doubt that.

Give it time.
Bureaucracy and infrastructure cost is, I believe, causing some delay, but that won't last forever.
There is going to be a biodiesel plant soon, in my area. The construction should have already happened, but there was holdups with the environmental assessment, I think.
Again, give it time.

Biodiesel stations are actually appearing here in Vancouver. It's not that much cheaper though, the difference between regular diesel and B-5 is just 0.5c/l and between regular diesel and B-40 it's about 3c/l. Those savings should really add up for bigger trucks though.
