The package will state the MTO's idea of what the vehicle is worth for tax purposes, that doesn't mean that it's right, or anywhere near! In fact, on certain vehicles, such as rarer or older cars, they won't even give a figure.

Of course, you can always have the vehicle appraised by a dealer if you disagree with the figure, as in, the vehicle needs considerable work to put on the road.

As far as values go, I used to be in the wholesale business and purchased several vehicles each week and although I had my little black book, I only used it as a rough guide. Often the prices in the black (Dealer), or red (Retail) book, are way out to lunch. My advice is to search sales ads in the papers and online for your vehicle and base your own valuation from that. Prices vary across the country and so the book values change from province to province, and in fact from week to week (Take SUV's now). Becuase of that, the local market is the only true appraiser.

I'd usually have it appraised by a dealer. It wouldn't hurt to check the sales ads on paper and online, then base your price from there.
