2004 Honda Accord Headlight Frustration!!!

I am very frustrated with the lights on my Accord!!! They dim/bright, dim/bright at no particular timing. They flip bright/dim, bright/dim so much that when I am on a highway of more than 2 lanes people move over out of my way thinking I am flashing them to move. It is so bad that the other night as I was driving home, when I got to a section of highway that went into 4 lanes and pulled up beside a car, at a light, that I had been behind, the driver turned to me and gave me the finger. NOW!! if I had been flashing the lights on purpose I would have deserved this but the lights dim and bright on there own through no fault of mine. I have talked to a rep at Honda & my dealership & they say they have known about this problem since 1990. "BUT" "IT DOES NOT AFFECT THE OVERALL OPERATION OF THE VEHICLE" & "IS IRRELEVANT" so they do not plan or have any intention of doing anything about this.
My question is: Does anyone else have this problem & if so has anyone come up with a solution to make it stop. :x :x :x
