In 2003 there were 171,017 attempts to steal a vehicle in this country reported to the police. For a national population of 31,629,677, that's a rate of 541 thefts per 100,000 people.From top to bottom, here are the national rankings of those CMAs and their auto theft rate per 100,000 people. 1) Abbotsford 1,580 2) Winnipeg 1,493 3) Regina 1,355 4) Vancouver 1,261 5) Edmonton 951 6) Saskatoon 744 7) Hamilton 740 8) Montreal 659 9) Sherbrooke 648 10) London 586 National Average 541 11) Calgary 537 12) Sudbury 525 13) Halifax 440 14) Kitchener 419 15) St. Kitts/Niagara 410 16) Ottawa 402 17) Windsor 384 18) Toronto 372 19) Trois Rivieres 342 20) Gatineau 324 21) Victoria 284 22) Thunder Bay 273 23) Saguenay 271 24) Quebec 265 25) Kingston 250 26) Saint John 231 27) St. John's 161
