Cameras that catch drivers running a red light may soon be history in Texas. Republican Sen. Bob Hall said Wednesday that these cameras "have failed miserably" and should be removed.

Offenders are currently given a $75 fine by mail, but Hall quoted studies showing that the devices don't improve overall traffic safety as advertised.

Meanwhile, in Walnut Creek, California, a new app called EnLighten can link drivers' smartphones to traffic lights, giving them an alert when the green light is about to shine. They can then use the time to retouch their makeup, take a sip of coffee or tend to their young children in the back, for example.

A few seconds before the light turns green, the app will chime, inviting drivers to refocus their attention to the road.
