To be clear, the rules change package ratified recently states all cars are to be impounded and guarded by FIA officials in team garages after the last qualifying session as it is. Access by teams is limited and then only under steward supervision. Under the new proposal teams wouldn't be allowed to refuel cars prior to the race.
If the teams agree on this latest rules revision the proposed 15-minute Sunday morning warm-up session will be scrapped. On this subject Mosley was quoted as saying, "The warm-up on Sunday should disappear and that is now the subject of a vote of the Formula One commission."
So who here thinks we've heard the last of F1 rules changes? Me either. I suppose as long as there are good ideas, and Mosley's most recent brainwave does make sense for the most part, then the series will be in flux. That said sometime around March they may consider deciding on a rules package and sticking with it.
