Max Mosley is unlikely to agree to FOTA's plans for a standard KERS system next year.
Only three cars were fitted with the controversial energy re-use units in Shanghai qualifying, as teams grapple with the reliability, safety and performance of the technology.
Many teams have also been unhappy about the cost of development, leading the FOTA alliance to propose a single standard unit for 2010 and beyond.
"Yeah, FOTA are keen on a common KERS," Williams technical director Sam Michael is quoted as saying by the Red Bulletin. "But Max is having none of it. He wants us to have a KERS war!"
Ultimately, as using KERS is voluntary, teams can privately agree to implement a standard unit, but that would only work if all teams tow the line.
It is likely that Williams is not keen on the standard KERS idea, given that a team of ten engineers at Grove are busily working on an unique flywheel-based system that is set to debut soon.
"The sooner we get it the better. Our calculations suggest it will be faster at every circuit," said the Australian.
