F1 may consider forcing drivers to make at least two pit stops during grands prix.

The proposal was actually discussed for possible introduction in 2010, but at a recent meeting the F1 Commission decided against it.

With no refuelling allowed during tyre pit stops this season, some fear that race strategies will become overly simplistic.

Making at least one pit stop is already mandatory, through requiring drivers to use both available compounds of Bridgestone tyres during every race.

It is understood that the rejected F1 Commission proposal was to simply tweak the tyre rule so that one compound must be used once during a race, while the other must be used two times.

Ross Brawn told the BBC that "The teams feel we should see how the racing goes and if we find we're not putting on the show we want, we'll have to reconsider," he said.

Sub three second tyre-only pit stops are expected in 2010, and at Valencia this week the teams for the very first time tried Bridgestone's new narrower front tyre.

Meanwhile, even more rules changes may be adopted prior to the start of the 2010 season.

Following Monday's meeting, the FIA confirmed the reported tweaks to the points system and the reduced tyre allocation.

"Further measures for 2010 are also being examined," read a media statement.

The meeting also approved the controversial move to require the top ten qualifiers to race with their Q3 tyres, with all rule changes needing to now be approved by the World Motor Sport Council.

Double diffusers, of which several intricate incarnations are currently circulating at the Valencia test this week, have also been banned for 2011.
