This annual meeting came at a pivotal time for the auto industry, and Governor Schwarzenegger shared his thoughts on a number of issues ranging from the public's perception of the auto industry to the future of the Big Three and the need for new infrastructure to accommodate new technologies. The Governor also talked about the importance of establishing national performance standards as stringent as California's in order to ensure that new cars will be the cleanest on the road and that the automakers will only have to meet one standard, not fifty.

The Office of the Governor likes to remind people that Schwarzenegger has made California a "world leader on environmentally-friendly auto standards that harness capitalism and market-based approaches in order to encourage competition, low prices and consumer choice", and lists some of the Governor's major accomplishments in this domain :

* In 2006, the Governor signed AB 32, landmark legislation that aims to reduce California's greenhouse gas (GHG) emissions to 1990 levels by 2020 and 80 percent below 1990 levels by 2050, and in 2008, California Air Resources Board adopted the roadmap to get there - the AB 32 Scoping Plan.

* In January 2007, the Governor announced the world's first Low Carbon Fuel Standard for transportation fuels that requires fuel providers to reduce the carbon intensity of transportation fuels sold in California. To start, the standard will reduce the carbon intensity of California's passenger vehicle fuels by at least 10 percent by 2020 and more thereafter.

* In 2007, the Governor signed AB 118 which established the Alternative and Renewable Fuel and Vehicle Technology Program to fund the Research and Development of new technologies.

* In 2008, Governor Schwarzenegger announced a program that waived the sales tax on investment in new manufacturing equipment for Zero Emission Vehicles (ZEVs).

* For the last five years, Governor Schwarzenegger repeatedly asked the US EPA for a waiver to implement its automobile emissions standards for motor vehicles.
