Batty was born on June 1, 1951, in Tlemcen, Algeria. He is a French national who also holds a D.E.A. (the French equivalent of a doctorate degree) in strategy planning from I.A.E. University of Aix-en-Provence, France. His thesis was prepared under the supervision of Prof. Henry Mintzberg of Montreal's McGill University.
