Quebec government announces purchase and lease rebate for EVs in 2012

The 2011-2012 budget was presented in the Province of Quebec today, and a new measure to accelerate the arrival of electric vehicles has been announced.

Pursuing its plan to reduce the Province’s greenhouse gas emissions by 20% by 2020, based on 1990 levels, the Quebec Government is aiming to help the population get into EVs by offering a purchase or lease rebate of up to $8,000.

Simply put, the consumer will benefit from the rebate at the moment of acquisition of an electric vehicle, starting January 1st, 2012. This incentive replaces the current tax credit program, where the consumer had to pay the EV’s full price and wait for an income tax return in spring. Until 2012, the tax credit will be temporarily increased to support EVs that would go on sale this year.

All-electric vehicles, plug-in hybrids and extended-range EVs such as the Nissan Leaf, Mitsubishi i MiEV, Tesla Roadster, Toyota Prius Plug-in and Chevrolet Volt will receive a rebate of $5,000 to $8,000. Low-speed vehicles (LSV) and hybrid vehicles such as the Toyota Prius, Ford Fusion Hybrid and Honda Insight will receive a rebate of $1,000. The amounts will drop significantly from 2014, but by then, the price of EVs might go down too.

The rebate program also applies to the installation of 240-volt home charging stations. Up to 50% of the cost of purchase and installation of the station will be covered, to a maximum of $1,000 in 2012, of $800 by 2014 and of $600 by 2015.

A total investment of $50 million is planned over the next five years.

The Quebec Government will also invest in other green energy sources, such as solar power and 2nd-generation ethanol fuel produced from industrial and residential waste.
