Quebec is considering fitting public rest areas across the province with high-speed wireless Internet access to allow drivers to safely read emails and text messages and send replies.

Transport Minister Robert Poëti made the announcement, and while he didn't specify a date, he said he wished the plan would be carried out over the next year.

Since April 23rd, 2015, drivers in Quebec who get caught using a hand-held cell phone behind the wheel receive four demerit points instead of just three. The government wants to send an even stronger message to offenders in future months.
