In order to reduce costs, the next generation of World Rally Championship cars will be powered by small 1.6-litre turbo engine from 2011 instead of 2-litre motors.
Jean Todt, the president of the FIA insists that nothing had been formally agreed but mentioned that final decisions would be taken at the World Motor Sport Council in Bahrain next month.
The two car manufacturers officially entered in the WRC, Citroen and Ford have already started working on the new breeds of rally cars.
Both constructors have started their developing program, but will now have to switch to the new 1600cc engine.
Ford is working on the new Fiesta with a S2000-spec engine, and Citroën is developing the new DS3 car with a WRC engine.
Citroën and Ford are expected to start testing their new cars in September.
