Mad Max, an affectionate nickname given to the FIA's president Max Mosley since his wild and wacky rules upheaval during the 2002/2003 F1 silly season, has proposed yet another rule to 'improve' the world's top open-wheel motorsport spectacle.
The plan would have teams begin each race with the remaining fuel load left over from the previous day's qualifying session. Crazy as it may seem it's not such a bad idea.

Restricting teams from refueling after the second qualifying session on Saturday afternoon would definitely mix up the various team strategies, causing some cars to qualify quickly under light fuel loads and have to pit soon after the start and others loaded up with fuel, qualifying slightly back in the pack and going much farther before their initial pitstop on race day.
"What will happen is that you will get some very interesting strategies going on," stated Mosley during an interview with the BBC. "There will be the dilemma of do I want to be fast in qualifying and make an early pitstop or not."
