A lot of people would like to buy or lease a hybrid vehicle, but most of them find the price a bit too high. In fact, you can purchase a new Honda Civic Hybrid... for the same price as a decently equipped Accord. So, if the price is the only thing that matters, a hybrid vehicle is not the solution for you. You're not ready to go forward yet.

Did you know that the Quebec government has created a measure to encourage Quebecers to buy hybrid vehicles? That's right. Since these vehicles have tremendous potential in terms of reducing greenhouse gases, the government decided to offer a PST reimbursement of up to $1,000 to people who buy or lease (over 12 months or longer) a hybrid vehicle. And how does the government define exactly what hybrid means? Answer: "A new vehicle recognized by the Minister that is powered by the combination of a combustion engine with an electric engine. Its fuel consumption on the road or in the city must be no higher that 6.0 L/100 km." What are the vehicles that fit these criteria?

- 2005-2006 Honda Insight;
- 2005-2006 Honda Civic Hybrid;
- 2005-2006 Honda Accord Hybrid;
- 2005-2006 Toyota Prius;
- 2007 Toyota Camry.

How to apply
First, in order to receive the tax reimbursement, you must purchase or lease one of those five cars between March 23, 2006, and January 1, 2009. Also, you must not be registered to the PST file. If I understand this correctly, this measure might exclude the self-employed people who are registered to the PST. Then, you have to fill the form "VD-403.H Remboursement partiel de TVQ concernant un véhicule hybride". In the case of a purchase, you have to make your request within the four years following the payment of the PST. As for a lease, you can make you request from the moment you have paid the maximum PST reimbursable amount ($1000) and no later than four years after the end of your lease contract. You can download the form on this Website: www.revenu.gouv.qc.ca.

As you can see, Quebec is firmly committed to reduce greenhouse gas emissions. Maybe its efforts are still too weak. But they're not too late and clearly better than nothing at all. The environmental budget speech might have been written with light green ink, but it still is green nonetheless. Kudos for these measures that could very well improve the life quality of all Quebecers!
